Security: SSRF-guarded

Whitelist-only (GitHub / Gitee / GitLab families); rejects all literal IPs and private addresses.
Redirects are re-validated against the whitelist hop-by-hop, max 5 hops, no jump-host bypass.
HTTPS only, enforced TLS.
Over-quota streams are marked Cache-Control: private, no-store so slow streams aren't cached and accelerated for others.
